The vehicles can operate on rails with steel wheels or rubber tires, or in concrete guideways with rubber tires. The undertaking also includes a maintenance facility, storage area and operations centre to be constructed in the area of the existing Rapidsview park-and-ride site on land currently owned by the Niagara Parks Commission several stations to be located along the route and any modifications to the existing roads to facilitate the implementation of the people mover.Ī people mover is a transit system that generally operates within a relatively small and well-defined area such as a downtown, resort, airport, or amusement park and within its own right-of-way. The project received approval by the Minister and Cabinet on August 8, 2001. Following an evaluation of the public and agency comments, the ministry forwarded a recommendation to the Minister. The Review was made available for a five-week public and agency comment period which ended March 2, 2001. The government Review of this project was published (with Notice of Completion given) January 26, 2001. The seven-week public and agency comment period on the EA concluded December 15, 2000. The Minister approved the revised ToR on November 5, 1997. The proponent submitted a Terms of Reference (ToR) for this EA to the Ministry of the Environment on August 6, 1997 and submitted a revised ToR on October 10, 1997. On October 24, 2000, the City of Niagara Falls and the Niagara Parks Commission submitted an Environmental Assessment (EA) applying for the approval to construct and operate an upgraded people mover system on a 10.3 kilometre route within the Primary Tourist Area of Niagara Falls. Decision date: November 5, 1997 (approved with amendments).
